It depends on what you want to get out of this.
If what you want to achieve is something like flashing/exhibitionism, giving someone an unexpected eyeful/thrill, being naughty/shocking, getting some kind of erotic thrill from being naked or exposed or risk of being caught - then a naturist/nudist environment would probably the last place you would get this.
If you just want to enjoy the sun/water/air/company while naked, without trying for any erotic buzz then a naturist/nudist environment could be the place to go.
Those who have not experienced a naturist environment will probably have difficulty believing this. Nudity and eroticism are not necessarily the same - it depends on the context. If simple nudity was the ultimate eroticism then there would be no billion-dollar market in erotic lingerie. I'm told that swinging environments tend to have some clothing at least at the start of proceedings.
