I don't know about Italy, but I think there has been a strong cover-up trend globally. I remember that in the early and mid 90s topless was the norm on Greek beaches, and about a third of the women were nude, and I'm talking both secluded spots and regular, even crowded, beaches. Then ladies started to cover up, and now the numbers are much smaller than that. In Spain too, toplessness and nudity remain common only on a bunch of specific, known beaches. I don't know the reason for this, and I don't have a guess. Maybe people just became more conservative?
