Topless depends from the beach. For example, near Ferrara there is a very famous nude beach, in Liguria there are many spots where nude sunbathing is considered "acceptable", similarly in Sardinia where topless is quite common (beside full nudity). Many beaches in Tuscany are topless-friendly (and at least one beach is officially a nude beach) and so on. Of course many years ago topless was the standard apparel in most of the beaches but those years are gone....

Wrong. Nude beaches in Italy are rare and they are mostly attended by swingers. I have been to the beach you are talking about in
Ferrara and 99% of its visitors are old men masturbating. The few females are over 60. At least that was my experience which I do not wish to repeat.
However I intended this thread for the spontaneous gesture of being topless on a textile beach, in Italy it is so rare that you could spend an entire summer without encountering it. If you do, then it is assured it is a foreign tourist. I have been to Sardinia this summer near Stintino which is one of the most touristic place on the island and there were zero topless females. Zero. We are nothing like Spain for example where, virtually, around 1/3rd of the female of any age are topless. I blame it on religion.
