I totally disagree... Italy is not so religious... after all we have the Vatican, a good reason for being less religious than other countries
Topless depends from the beach. For example, near Ferrara there is a very famous nude beach, in Liguria there are many spots where nude sunbathing is considered "acceptable", similarly in Sardinia where topless is quite common (beside full nudity). Many beaches in Tuscany are topless-friendly (and at least one beach is officially a nude beach) and so on. Of course many years ago topless was the standard apparel in most of the beaches but those years are gone....
