My wife and I spent many happy afternoons on San Onofre beach up until the State decreed no more nudity. We went there for the surf, the relaxation, and pleasant company of other nudists. Sharing picnics and conversation, we made many friends and even watched the sunset many times before heading back to San Diego. All in the nude.
It was only when certain visitors started doing sex in the open that the sheriff and the MP's started showing up, leading to the end of nudism there.
Your story sounds plausible, and if what you wrote is true then you may have contributed to taking away the privilege of being nude there.
If it's not true, then maybe consider moving it to the Fiction Section.
