That's true, but just looking, without taking any pictures and without using any device (mirror or similar) is still not illegal. And parks also offer great opportunities. In the summer, loads of girls and women sit on benches with their legs parted, or on the grass with their legs up, and nobody can tell you anything if you just pass and have a good look.
