I thought I replied to this thread, but I can't find my post.
I have had similar experiences to the above post.
We have a community pool where kids under 17 are not allowed into the regular locker rooms, so they MUST use the family locker room.
The family locker room has a few cubicles that can BARELY hold a family of two or three, as well as an open area. You are NOT supposed to get changed in the open area, but when it gets super busy and there are looong lines for the cubicles, some people DO use the open area. For the most part it's dads being super careful and covered, but every once in a while you will see a mom try her best to change under a towel while others in her family help her stay covered. (Of course I won't mention the kiddos crabby and freezing after swim lessons.)
Then there is my mother in law. Several times she has changed in the open area in front of whoever is there. Doesn't care at all that she is been seen my so many people. And no one has complained yet.
