This one (in German) is a short reportage on sauna, folloiwing a family (real or fake) in Erding. It looks like they started taping just before public working hours, for some privacy, and then they stayed after the general public was allowed in. It accurately shows how people walk about, nude or wearing towels or robes - also the people in the background.

This one (in Dutch) is from Belgian tv, and follows a Flemish tv presenter, Sabine Hagedoren, as she tries a sauna center (which I also know).
It does give an accurate impression, except for this: as she enters the sauna cabin at 0:59, she remains wrapped in a towel, and others insde do the same. But note that two girls snd one guy, to the right, are completey nude. it seems that as the crew let them know they would be filming, some people decided to cover up while the guy and the two girls couldn't care less. Without the camera crew there, she nd everyone else would be completely nude, lying or sitting on their towels.
Note that Hagedoren herself does appear completly nude, briefly, from behind, as she enters the pool at 0:40. You can catch a glimpse of her ass.
It seems that she frequents saunas regularly snd is not concerned sbout being seen nude, but would not want to appear full-frontal on national tv. Btw, Hagedoren's public image seems to be of a "girl next door" - going to the sauna doesn't change that.
