In Japan, it's very common for guys to hunt girls on the beach. It's called "Nampa". And even if the woman isn't interested or doesn't like the guy, she often still wants to be asked or approached because it signals that she is good looking or desirable enough to warrant attention. It's the same with photography. It shows the woman that you desire her enough to want to take photos of her.
