In a way, the flip side of it.
Not lately, but a while back, there was a period of time when we were at a beach where topless was the norm but not nude was prohibited, she liked to wear sexy panties instead of her bikini bottoms. Meanwhile she had lots of various styles of regular and Wicked Weasel bottoms to wear.
Some panties were lacy, some were frilly, and all were obviously panties. Personally I thought it was a little "tacky", but I certainly didn't want to spoil the "party"!
