She knew what she was wearing and she was not some spaced out 22 yo, so she was probably looking to have / give a thrill. Business travel is a perfect opportunity to indulge in a little exhibitionism to total strangers if one is so inclined; do things one would ordinarily not do in the home office or around one's home town. The "risque stockings" are probably her statement that she does not consider herself to be completely constrained by typical corporate attire - something she is doing for herself and anyone who happens to notice, and she enjoys the attention / admiration. I posted a story a while back about a woman on a train who caught my eye as she inconspicuously undid a couple buttons on her top, casually playing with the opening, exposing more of her cleavage and more. She was either doing the same thing as the woman you saw, or, she was "working" and trolling for business...
