I don't think it is in a group situation, but if SIL is "accidentally" flashing, or forgetting to close the bathroom or bedroom door when she is nude, I think it is. My SIL came into the kitchen in just her panties while we were home alone. 'I couldn't find my nightgown', her expression said 'sex signal', not "you're my trusted BIL, I know you're not interested in me". She was in a bad place emotionally at the time, I backed way off.

I will certainly agree that for you and your experiences it is/was a sex signal to see relatives, but certainly not for me, and certainly cannot be applied as a generalization.
I have a friend who grew up seeing his sister naked daily throughout his 20s, and there were no sex signals there. I see my sister often enough as an adult and while it's fun and entertaining sometimes, it's as far removed from sex as I can think of. I love getting peaks of my SIL, but I don't want to have sex with her. But it's fun to look as she is a creature of certain beauty.
