She could start wearing that with a mini skirt over it and then at some point "accidentally" spill some water on the skirt. then ask the guy if it would be OK if she hung the skirt to dry and continued her work...
Should could ease into it [or more appropriately out of it] without it being totally blatant, like walking in naked. Though from the sounds of it, she is not adverse to that either...
