I would think FL would have lots of braless women. When we were visiting CA, my wife pointed out how there was only one woman with a bra for every 50 without a bra. I reminded her that it was CA. I assumed FL would have been the same.
Where I live, if you don't wear a bra you get glares from other women, even if the top/dress you are wearing is clearly meant to wear braless. Women here just wear a bra anyway and most of it shows..the cups, straps, even the back strap/hook. Apparently that is more appropriate than a little nip poking out.
