Conservative religious people are--well, should be--absolutely free to practice their beliefs, and they're free to cluster into neighbourhoods, but anyone suggests that said neighbourhood is 'theirs' and that people need to act similarly conservatively on those public streets can go suck an egg.

That said, I'm not sure bottomless is exactly erm, kosher, on any streets, but I do know people'd be just as sweaty if she was only topless, which is allowed.
