In some cases I think it might be this...
If the woman is S and enjoys a bit of domination and she's got a bit of exhibitionist in her (what woman with submissive tendencies doesn't?) then I think you might find she often prefers it that way.
It's about her, not the bloke. The bloke being dressed adds to the submissive element which drives the thrill and feeling of being vulnerable and ultimately makes her feel great.
Well that's what my wife told me in not so many words!
