It's the old "clothing-optional paradox."
Some women like to wear a "little something" when they're still new to nudism, a little chilly, self-conscious or whatever reason. The irony is that in an environment where everyone is naked, it's only going to make them stand out more.
I've been around tons of naked women at the nude beach or resort. After a while it all tends to sort of "blend in." But when someone shows up partially covered with their kitty lips peeking under their shirt or dress; it's hard to look away because it's all you can see!
