its from This Art Club Has a Problem! (Japanese: この美術部には問題がある! Hepburn: Kono Bijutsubu ni wa Mondai ga Aru!) I added it to my watch list based solely on seeing a view of that gif on youtube, but haven gotten to it yet. It was a pain in the ass to figure out what anime that was from too.
