Here's a bigger and less-cropped version of one in the burger1701 group, which gives enough clues to deduce that it's actually from the annual Bay to Breakers race in San Francisco (2014 if I'm not mistaken). For a little context, see the outfits of the next two participants; for plenty more, look up "Bay to Breakers" here. It's just that the first woman is actually running rather than strolling, that as such she opted to keep the sport bra on, and that she may well have started the race with the shorts on, since the Financial District in SF can get pretty nippy in the early morning in May...
