It is true there is less toplessness than there once was, but that is more a function of demographics and such. Miami Beach peaked in the 1990's when there was a strong middle class European tourist market interested in the city and many young Europeans and South Americans lived in the city. 2000's the beach acquired a more ghetto reputation and it scared middle class Europeans off. Today it is mostly a high end/ghetto resort. High End mostly stays inside their High End Hotels and bathe in the High End Hotel pools. Ghetto element goes to the beach but aren't the demographic that goes topless. Also, I'd say there is at least 50% less people on the beach any given day than there were back in the 90's.

There are less topless/nude women on Florida beaches also because of cameras and voyeur photographers. That inhibits many women who would dare go topless if there weren't bunches of guys trying to sneak pics.
