I would think that the tough part is not getting
swarmed by onlookers.
For that to be a reality, it would need to be a "festival" where lots of other ladies are topless so you lady doesn't stand out in a crowd.
... A few more thoughts:
* Also, might be a good idea for her to wear something that she can easy be topless, and covered in matter of seconds in case the crowd starts to get to an uncomfortable level. Like a tube top she can drop to her waist and be truly topless and covered easily.
* Unless of course, it is her desire to be completely top-free, and no chance of covering up, regardless. That must be a special kind of rush!
* As for a venue, I think Beelebozo had good ideas, although not necessarily festivals..... that is, "Pride Parades" and "Go topless days".
