I've seen this happen too. When someone who has been covered for a while finally decides to get naked, there is a: "ok...so what has she been hiding this whole time?" curiosity effect.
When my ex started out with resort nudity, she would take the approach of starting the day wearing something (sarong, T-shirt, towel); and then disrobe or untie her sarong gradually as her confidence built up. That had the interesting side-effect of getting her a lot of attention.
