I think it's an assumption that the light is plugged in to the socket. Looks to me like the light could be wired in, the socket is a 2-pin which are the ones put in bathrooms for shavers, and the plugged in thing could be a ladyshave on a shelf near the lamp. I've seen similar setups (sans the ladyshave) in UK hotels
