The reason it originally changed was that the City of San Diego changed their rules about enforcing anti-nudity law on their portion of the beach. This forced everyone to the state portion of the beach and really killed the enthusiasm and participation. I doubt that it will every return to its crowded days of glory....too bad. We don't see in a year the number of nudists that used to attend in a single day.
I've added a couple of old pictures from the web, but they are not really indicative of how crowded the beach used to get.
