With the exception of my wife, who has flashed me and other guys many times, I don't think I have ever been flashed by a woman on purpose.
The only one that came close happened a few summers ago, during a heat wave. I was walking along a big street lined by trees, near where I live. I don't remember where I was going, but I think it was early afternoon and there was almost nobody on the street. At some point, I crossed a young woman who was slowly walking in the opposite direction on the same side of the road as me. I think she must have been jogging or something like that, as she was wearing sporty shorts and a tight crop top. Anyway, when she was a few metres in front of me she just stopped and lifted her top to the neck, exposing her boobs and slowly turning her upper body left and right a couple of times, with her elbows out. Then she covered up and kept walking. I am 100% sure she was only trying to cool herself down, because the heat was terrible and I was literally the only other person around in that moment, in a street that normally has a good deal of car traffic, as well as pedestrians and cyclists. So maybe it doesn't count as a flash, but it was nice nonetheless.
