We had almost the same situation, except it was my brother, not hers. Right after we got married, my mother died, my 18 y/o brother, who was in college and living at home, came to live with us. I asked her to wear a robe at least, she did sometimes, but if she did it was untied.

The first few times he saw her topless in her panties, or drying off after a shower, his eyes got big, but after a while it was just the way it was. His mistake was mentioning it to my older sister, she quickly made him move in with her.
