Breast can be natural & friendly, and men can get used to it even at public (know the right context) like in Europe. Society need to see topless female at public as often as male one (normalize it) before society started change their negative perception (sure male can still attracted but it different than obsessed crazily because never seen-like in mid east, Europe already proof it possible). Fair for guy because male can see topless female at public just like female who already easy to admire shirtless guy at public, fair for female who confidence to topless in non sex context without getting labelled especially guy already show off their hairy chest all the time.
