In the midwest US, many miles of track haven't been used in decades, but are accessible from roads, towns, etc. so they can be an easily accessed "private" public space.
Except for the northeast/east coast, many of the tracks still in use might only see a few trains a day, and they are freight trains; long (over a mile on average!), noisy and very slow compared to British passenger trains. It's not as suicidal an activity over here as it would be over there.
