Default Help previewing videos from P2P

Anyone know of a video editing/recovery program that can analyze a segment of an MPG or AVI file and play any sections it can find true data for? I have no trouble playing an MPG right from the start - even if it's got filler data in a section of it. But if the segment I'm looking at doesn't start at the beginning of the video I get nothing. I can't seem to view AVI's at all until I have the entire thing.

Basically, I'd like to be able to look at the blocks of data that P2P programs break files up into so I can decide if I want to finish downloading that file or not.
