There is also an unofficial list, which is more or less the memories of the various moderators. When we get several complaints from the same person about their photos appearing here, we make a mental note of it, and continue to remove them as we run across them.
The other reason for not making the list pubic is pretty simple. Most people don't even bother to read the rules here before posting or look back through a thread to see if what they are about to do is a repost or within the scope of the topic, so what makes you think they'll go through a Do Not Post list each time?

Actually I would read it and have read the rules my only violation or warning came from posting someone on the list but I had no way of knowing. One suggestion would be posting the user name and site as oppossed to the posters real name, I guess most senior members know or at least have an idea who is postable and not, still a list for reference would be helpful.
