something like a member needs a certain amount of "thanks" prior to being allowed to make a request. if memory serves, on reddit mods of a sub-reddit can set it so that a person needs a certain amount of upvotes prior to being allowed to make a new post - yes, I know, reddit is a total shithole but that is a nice feature.
obviously there is/will be ways to somewhat easily get around this but at least it would minimize it.

Okay. My two cents worth.
I think we all prefer clicking the THANKS button.
Using the QUOTE button and writing a little thank-you note only serves to clog up the thread with posts that have no attachments. This is the reason we HAVE a THANKS button. Post-padders love leaving notes because it makes them look like productive members when they rarely contribute a picture or video; some none at all, but look at their post-counts and they have hundreds of posts; most of them meaningless. I delete as many of those as I can.
It's always nice to welcome a new member by doing them a favour, but more times than not, those newbies come here begging, and once they get what they want, they leave. These are the one-and-doners. I see this at least a few times a week.
Then there are the welfare babies. They beg until they get. Once they get, they ask for more and more, and never give anything back.
It all comes down to the individual members and how they personally want to handle it. OCC has no rule, regulation, policy, or even suggestion on the matter.
For me, requests are like taking your little kid to the store. I look at how good or bad they've been, and then what they want, and then decide yes or no.
That's enough pontificating.
