Some older videos of the same type of event have been going around for a while (usually if you search for "Andhra dancing"), I wondered the same thing because India is generally a modest country (no nudity in Bollywood films, etc). The name "Andhra" didn't help much, it's just a province in India.
But I eventually found an
article on a news website that explains what happens, they are pretty much the Indian equivalent of strippers, wage slaves travelling from village to village, mostly doing traditional Indian dance at private events, but late in the evening raunchier performances that bring their "handlers" more money, whether they want to or not.
