My suggestion would be to have her put on a long, winter coat (the long puffy style ones work well for this kind of situation) and boots, but wear nothing underneath the coat. Then take her out to public places, points of interests, etc. and take pictures of her opening the coat and flashing you but such that those around only see you taking the pictures but can't see her inside the coat and are completely oblivious to the fact she is naked underneath. They wouldn't even be aware of what they were missing out on
