Yeah, there are bathroom facilities at the painting party and at the end of the ride. Also, as pointed out by spankycranky, the ride itself is less than an hour for most riders, so pretty unlikely anyone will need to stop along the way, especially considering drinking is banned at the painting party.
As far as erections, there's plenty of partial wood, especially at the painting party. There are lots of photographers who focus on men so I'm sure you can find photos on flickr if that's your thing.
However, something to keep in mind compared with the WNBR events is that the Solstice ride is an unofficial event and exists in a delicate balance with the folks who organize the parade, the city of Seattle and Fremont merchants. There's a lot of pressure to keep things family-friendly. Even in super-liberal Seattle that means de-emphasizing unpainted nudity and VERY strongly discouraging anything sexual. Someone on the parade route sporting a full-on boner would probably be told to cover up.
