I recognise the movie which is OSS 117: Cairo, Nest of Spies. It's a spoof spy movie, and is absolutely hilarious on its own terms, nothing to do with its sexual content. The film is a sort of French equivalent to Austin Powers, in that it clearly spoofs James Bond and similar movies, but is much more intelligent than Austin Powers. The actor in that clip is Jean Dujardin (of 'The Artist' fame) and the woman is Berenice Bejo. Also check out the sequel, OSS 117: Lost In Rio, which is possibly even better.
