As one of the writers in question, I can give at least my testimony to the large migration to chyoa. Writing.com started to really put a strangle on interactive stories, first by restricting their creation only to paid members, then reducing the number of interactive stories you could make, paywalling higher limits.
On top of that, high website traffic saw them enacting temporary unavailability to visitors. Then that graduated to periods of unavailability to visitors -and- free members. They were essentially trying to force a paywall in bits and pieces, and many of us were getting sick of it.
I still have my stories up on the site, and I still check on it. I'll probably even add chapters now and then, but the fact of the matter is that chyoa is far more accommodating to writers.
