I don't think there's any difference when they're naked on a beach for the majority of them, again they want to look beautiful in the most natural outfit, walk elegantly and act with no shame, that doesn't make them especially exhibitionist according to me...
Now off course there are girls showing off more than others but still the word "exhibitionist" is questionable...

I think some people confuse "nude confidence" with exhibitionism.
My ex - just like my current GF - started out as a shy nudist. My ex though grew out of it in a more notable way.
As she spent more and more time among nudists, her comfort and confidence grew quickly. At the resort, she went from wearing a sarong and disrobing quietly in the back of the pool area, to just leaving all her clothes in the car and staying completely naked all day. Instead of sitting quietly just passively observing, she started walking around and chatting with other nudists - even actively participating in resort activities. She started shaving and not caring so much - or at all - about how much was "revealing." She became just comfortable with her nudity and being seen completely naked.
That kind of confidence...as the pics below...can be mistaken for exhibitionism. But unless the woman gets a kick out of being seen naked and provoking a reaction, it is not likely exhibitionism.
