The film is "The Ups and Downs of a Handyman", a British film from 1976 and the actress is Gay Soper who was a West End star and legitimate actress who didn't normally do this kind of movie.
I have the whole movie somewhere - it's rubbish - and will get around to posting some of it one of these days.
