Nope. Most city folks make the trip to take a dip in the holy river on religious days during festivities like "Kumbh Mela".

Many locations (like Haridwar/Rishikesh/Allahabad) along the river Ganges, Pushkar Lake and the monkey temple of Galtaji in Rajasthan are what comes to the top of my mind - just to name a few.

Voyeurism was not that rampant (guys risk getting a really good beating for any obscene and lewd gestures or looks). The casual tourist used to take a few pics that ended up in archives. Access to the internet and availability of camera phones have fueled the availability of such material abundantly in the past few years

Been there and perved that (was too chicken to attempt any risk by taking pictures)
