In my humble opinion....
Having gone to clothing-optional beaches for over 20 years, I am absolutely convinced that much of the experience for both those nude and those looking is the excitement and arousal present when an eager voyeur meets an eager exhibitionist. I have not only seen nude girls intentionally spread their legs in my direction, but even witnessed when that several had seen me looking at their pussies with unavoidable interest, they began to masturbate for me. Twice I had the girls smile at me, and certain no one else was looking - they began to pee - yeah, very kinky and although I'm not into "golden showers", I was appreciative that those naked girls wanted to share something very kinky with me.
Despite what the nudist-nazis preach, and that is, "nude is not lewd!!!" and that nudity has nothing to do with sexual arousal, I know for a fact that many, many, many females go to nude beaches to either be voyeurs, or, because they enjoy so many men they do not know seeing them stark naked. Of course, most females also have limited tolerance for gawking guys that make them uncomfortable when those guys begin to get obnoxious, stalk, stare way too much, and that's common (so if that's you PLEASE STOP - YOU'RE CHASING THE GIRLS AWAY!). But when they know the guys are glancing their way with interest while not being too glaringly overt, I think that a preponderance of females enjoy the looks, and will bend over to let the guys admire their naked butts.
With that said, here's a very hot babe with a gorgeous perfectly shaped butt. She strolls around completely stark naked when everyone around her all appear to be clothed. I LOVE the clothed-male/naked-female (CMNF) dynamic that sometimes occurs, and really speaks to this issue of wonderful female exhibitionism.
