("fair game" being a figure-of-speech; literal meaning, wild, game animals on whom it is open season.
That's the Kölner Dom (Cologne Cathedral) I assume it's a protest subsequent to / referencing the New Year's Eve sexual attacks on women by North African immigrants which occurred there. Can the poster or anyone else provide any more exact details about when these pics were taken, who the protester is, or a link to the source with the background story (even if it's not in English?)
