It's definitely no secret that nudist magazines like H&E had a different target audience back then, and were aimed at not only genuine naturists but also non-naturist men who just enjoyed looking at beautiful naked women. This is confirmed by interviews with past editors like Leslie Bainbridge and Murray Wren. (Bainbridge was also editor of the soft porn magazine Girl Illustrated.) The nudist magazines could use full frontal photos of (apparent) naturists and innuendo to attract "readers" in a way regular porn magazines at the time couldn't. The German magazines like Sonnenfreunde and Jung Und Frei were even more blatant in their heavy focus on young women and teen girls, which they could get away with because they were supposedly about nudists.
