There's only a couple of things that I'm aware of that will solve this problem (unless of course you made some changes manually via your Control Panel?).
Unplug your mouse and plug it back in and reboot your computer. If that doesn't work, go out and buy a new mouse as it's probably broken. Or borrow someone's mouse to see whether it's broken.
