There were two guards there watching the cameras in the rooms, people stripping and all. I asked them point blank what they were doing, and they said they were making sure people weren't hurting themselves. I found out later we were in the part of the hospital where they put suicide attempts. My wife wasn't there for that, but the regular part of the emergency area was full, so they put her there to get changed. I talked to someone else a few years later who did security, and he said what I saw was totally legit. Still not sure, though, and nothing comes up when I Google it.

Using security cameras to watch psychiatric patients that are a threat to themselves or others is totally legit. Putting non-psychiatric patients into observed rooms without notifying them - particularly when you expect them to 'change their clothes' - is totally NOT legit. All that you have there is a lawsuit that hasn't happened yet, primarily because most people probably don't even know it's happening and the ones that do aren't sure their rights have been violated.
