Regardless of whether she's wearing shorts or not, we can at least pretend she was wearing panties. That's what I did when Emma pulled up Rosa's skirt at Tribute to the Troops last year.

Plus Rosa and Emma sold it like that, with Emma pointing and laughing and Rosa acting embarrassed so, I guess we could pretend they are at least spanx.
