It's no use saying 'it's a public event, they should know they will be photographed' in this situation. Brighton naturist beach is a public beach but you would be considered an aggressive pervert to be fully-dressed and taking hi-tech camera equipment onto the beach in any other circumstance, and people are entitled to expect the same on this occasion too.
We've seen no female riders in some rides this year - Portsmouth, San Francisco, nearly Southampton - and female numbers way down even in other rides where overall numbers are up (London, Brighton). I honestly can't say I blame women for giving up. I truly think we'll be able to count the number of full-frontal women on one hand at even some of the bigger rides by next year.

You are never going to exclude aggressive photographers but you can minimise the risk:
1. fenced off areas at begin and end where only participants can enter.
2. Professional photographers should be managed by ride minders
3. Bit of a tangent - encourage some participants to wear masks so they can maintain their anonymity but still have their bits in the breeze
