(It seems to bother her husband, but even he won't tell her, which I don't understand, that that isn't my issue, of course. And I believe that my sister in law is genuinely clueless, too.)

MY SIL is the same way and it pissed her ex off a lot, part of why he's an ex. One time we were at their house playing hearts and I got several flashes from SIL when she was reaching for cards. Finally her husband, who really was a jerk, screams "goddam, will you quit showing your tits, you might as well take your goddam shirt off".
Well, that pissed her off and guess what she did, she tore her shirt off and yelled back, "they're my goddam tits and if I'm comfortable that is all that matters, fuck off".
He stormed out and SIL said, while sitting there topless, "we can still play 3 handed". It was a bit awkward, but she did have a nice rack.
