If this is the "legal reason", it is an interesting loophole ... if the only crime (in NSW) is in taking the photos, but there is no crime in publishing them?
Would any claim for civil damages be also affected by the same statute of limitation?
6 months sounds like a very short time for a statute of limitation which seems to makes such a law ineffective.
But then, I am NOT a lawyer - so this is just me thinking aloud and not necessarily expecting an answer.
