It's not very likely a crowd of bikers. There are a couple of guys wearing leather but it's not a biker party. I've been to many and the guys in the photos do not have that biker party look. Also, that's a fancy varnished wooden floor. Not a US biker party thing.
I think it's European but still probably not a biker party.. If those are power strips on the floor, those are Euro-style wide plugs. And the crowd has a more European look to the clothes and hair.
