I've been to a bunch of sauna's in Holland and Germany, and noticed a couple differences. Most obvious is that the dutch girls are completely shaved, while the Germans keep a bit of a landing strip. But on the to sauna dynamics...

Dutch sauna's are mostly full of girls who want to tan naked and spend their time in the pool / hot tub. Best is when you see two girls walking around together on the way to the hot tub, one visibly more nervous about being naked in public. While the confident girl will be laughing and giggling and trying to take the long way around, the nervous girl will be trying to discretely cover her boobs with her hands oblivious to the fact that her pussy is on display. But the girls rarely go inside the suanas themselves. Makes me a bit confused why they are there

But i'll disagree with the exhibitionist girls in the sauna themselves. It's pretty hard to catch a good eyeful of someone in the sauna cabin without looking like an obvious creep - nothing worse than knowing you're surrounded by a bunch of lovely naked girls but you can only catch a glimpse when adjusting your towel or seating position. The girls that bend over are just getting more comfortable in the heat - same move lots of guys do.

Germans take the sauna much more seriously. You'll never see skin except in the sauna room - but the girls go inside very regularly. Best are the regular "infusions" where everyone packs into one sauna cabin and an employee pours sented water on the stones to make the room hotter. There's literally nowhere you can avert your eyes so as not to see the naked body of a 20-something girl, everyone is packed in so tight. And then afterwards, everyone heads to the outdoor showers and takes a minute or two to cool down. If you're near the back of the shower line, that just means you'll need to wait and see all the girls in front of you shower naked
